25 | On January 12, 2023, Licensing Program Analyst (LPA) Lorena Valenzuela made an unannounced Case Management inspection, for reported Lead Exceedance in the facility’s water. LPA met with Director, Desi Andrews and proceeded to tour the facility. Also present in the facility were 29 daycare children and 5 teachers/staff. Facility was within ratio and capacity. Staff members have the required background clearances.
At the time of the inspection, LPA interviewed the director and four staff and examined the faucet deemed an Action Level Exceedance.
On 01/05/2023, the facility provided the Department with facility sketch with labeled water outlets, signed and dated External Water Sampler Self- Certification (LIC 9275) and Child Care Sampling Checklist (LIC 9276) forms along with other documents provided by the external water sampler.
Per records review, the facility had the water sampled for lead on 12/03/2022. Based on the water sample taken on 12/03/2022, water outlet reported 5.5 ppb (parts per billion) or greater lead exceedance levels as follows:
Water outlet/sink faucet labeled letter “A” located in the kitchen 6.0 ppb
All other fountains and water outlets tested within an acceptable level with no lead exceedance. Parents were notified via the parent communication board where the results are posted and a letter was also provided to parents. LPA observed water outlet labeled letter A to be covered in a plastic bag. Staff interviews revealed they were advised to not use sink/water outlet labeled A after water test results were received. Staff interviews revealed the water outlet/sink in the kitchen labeled letter A was being used to provide drinking water and to wash dishes/containers and utensils used to serve the children snacks such as canned fruit. Director stated she is currently in the process of following the flushing procedures and expects to have water outlet letter A retested on 01/21/2023.
