Due to COVID-19 State of Emergency, on August 13, 2020 at 4:05 p.m., Licensing Program Analyst (LPA) Blanca Ruiz-Silva conducted a case management compliance Tele-inspection via FaceTime with licensee, Myrna Mendiola. Present during this inspection was Licensee’s husband, Eric Mendiola and Licensee’s assistant Avery Roman. LPA observed 14 children engaged in a watercolor art activity in the living room under the supervision of licensee and licensee’s assistant. Licensee was reminded of best practices related to social and physical distancing.
LPA discussed the reasons for the follow up inspection, as per technical assistance noted on August 11, 2020 to ensure compliance related to construction activity within the house and hazards/construction debris found in the backyard. Licensee then proceed to provide a virtual tour of the facility and the backyard.
During today’s visit the backyard area was inspected and Title 22 regulations section 102417(g) was reviewed and discussed with licensee. 102417(g)The home shall be free from defects or conditions which might endanger a child.
LPA observed that all construction debris and/or hazards have been removed from the main backyard. In addition, left side gate was replaced and all construction items were removed and made inaccessible. The main backyard was observed clean and available to children in care. Per licensee’s statement future constructions projects will be done on the weekend(s) or when there are no children present.

Licensee will remain in communication with Community Care Licensing (CCL) to address any questions, concerns and/or to verify compliance prior to implementing changes related to construction and/or alterations that affect daycare areas or disrupt activities. Lastly, licensee was advised to contact the Duty Officer available Monday-Friday 8:00 a.m. to 5:00 p.m. to obtain clarification if needed at (951)782-4200. Based on the virtual inspection of facility’s backyard, the licensee’s is in substantial compliance at this time. There are no deficiencies cited at this time.
An exit interview was conducted via FaceTime and a copy of this report was provided to licensee on this date. Due to COVID-19 State of Emergency, LPA provided a copy of this report via email with an electronic “READ RECEIPT”. LPA Ruiz-Silva requested the licensee to acknowledge receipt of the email. The electronic read receipt of the emailed report acknowledges receipt of this report. Licensee understands that a copy of this report must be made available to the public, upon their request, for the next three years.
