On 06/06/2022 at 9:00 AM Licensing Program Analyst (LPA) Susan Brewer, arrived at the facility to conduct an annual inspection in combination with a Case Management Inspection. LPA conducted a COVID-19 prescreening. The licensee has applied to increase her capacity to that of a Large Family Child Care Home. LPA was granted entry by Licensee Melissa Jnobaptiste. LPA toured the facility, inside and out, reviewed records, and observed and/or discussed the following: Present were the Licensee Melissa Jnobaptiste and spouse. LPA took a census of 4 children in care.

Normal days and hours of operation are Monday- Friday, 7:00 AM to 3:00 PM

OFF-LIMIT AREAS INCLUDE: 1st Floor Garage, Kitchen, Back Living Room, Bedroom #5, Entire 2nd Floor Bedrooms #1-4, loft and bathrooms and Trampoline NOT for daycare use.

The inspection consisted of reviews of the following domain: Physical Plant, Care and Supervision, Records, Facility Administration, Staffing Ratio and Capacity, Personal Rights. The inspection found the facility to be in compliance in these domains. Deficiencies not cited this visit.

· The facility is operating within the licensed capacity and appropriate ratios.


· The Licensee is present in the home and has ensured that children in care are supervised.
· When temporarily absent from the home, the Licensee shall arrange for a substitute adult to care for and supervise children.
· A working telephone is present.
· Appropriate fire extinguisher tagged for inspection on 05/31/2022, smoke detector and carbon monoxide detector are present and were tested by the Riverside County Fire Department on and approved for a capacity of 12-14 children on 06/01/2022.
· All hazardous items are inaccessible, this includes detergents, cleaning compounds, medications and other items which could pose a danger to children

· Storage of poisons is inaccessible to children and locked.
· There is a properly barricaded fireplace on 06/06/2022.
· LPA Susan Brewer, inspected guns, weapons and ammunition present as stated by the Licensee Melissa Jnobaptiste, which were verified to key locked separately during the inspection and in compliance. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 regulations.
· Stairs are barricaded on 06/06/2022.
· Home is clean and orderly, with heating and ventilation for safety and comfort.
· Safe and appropriate toys and equipment are present for both indoor and outdoor activities.
· Outdoor play areas are fenced and/or appropriate supervision is present. LPA observed a trampoline in the outdoor area. The licensee Melissa Jnobaptiste has provided a statement confirming the trampoline will not be used for daycare or during daycare hours.
· Verification of control of property on file by Mortgage statement.
· Pediatric CPR and First Aid renewed 05/08/2021, Cards expire 05/2023
· Health & Safety Certificate - Completed on H/S/N on 07/09/2017, Lead component 07/29/2020.
· Mandated reporter: General: 12/01/2021; AB1207 Child Care Expires: 04/29/2022
· Fire clearance: 06/01/2022
· Documentation of fire & earthquake drills to be conducted every six months: Last Fire drill was on 03/10/2022 and lasted 5 minutes.
· There are no bodies of water on 06/06/2022. Licensee Melissa Jnobaptiste, understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Children’s files are complete on 06/06/2022, however LPA S.Brewer, consulted with the Licensee Melissa Jnobaptiste regarding maintaining records for up to 3 years, due to sleep logs not kept on file for past dates.
· Employee’s records are NOT complete: No employees on 06/06/2022, the licensee is in the process of hiring a qualified assistant to operate as a Large Family Child Care Home.
Criminal record clearances are required prior to all adults living or working in a Family Child Care Home. A civil penalty of $100.00 per day the person has been present, may be assessed. Resident and/or staff records reviewed on 06/06/2022, indicate that all adults who require caregiver background checks have received all required clearances or exemptions.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The application for a Large Family Child Care Home will be submitted for approval with a maximum capacity of 12, or 14 with parent notification. As agreed upon by the licensee Melissa Jnobaptiste, the following needs to be corrected/completed prior to operating as a Large Family Child Care Home.



1. Proof of Qualified Assistant.

Once all corrections have been made, with proof sent to licensing. The license will remain operating as a Small Family Child Care Home until proof is provided.

No citations issued on 06/06/2022.

No Civil Penalties issued on 06/06/2022.

A notice of site visit was given and must remain posted for 30 days.
