Licensing Program Analyst (LPA) Martinez conducted an unannounced complaint visit and met with Director Carrie Huppert. It was alleged the Director violated a child's personal rights, specifically by speaking in a frustrated tone to a child. During an interview on 2/18/22 the Director denied the allegation stating the parent had become upset after advising all parents of the child care centers rate fee increase that would take place for children staying beyond normal day care hours. The Director stated C1's parents were leaving the child after hours and therefore a price list went out to all day care parents and guardians. LPA Martinez interviewed 10 witnesses on 2/18/22 and 3/23/22. From the 10 interviews, 3 of the 10 stated the Director has become more frustrated in her tone of voice in recent years but nothing that would level to the violation of a child's personal rights. There appears to be a discrepancy if a specific child stayed over the amount of hours that were originally requested for care and if a child was in care for 10 hours. Because of this discrepancy it cannot be determined if the Director advised the parents they did not want the child there of if they were insinuating that they did not want the child there for that many hours as it went past the day cares hours.

In 10 interviews with witnesses it could not be determined the insinuation from the above remarks. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated. An exit interview was conducted.
