13 | Licensing Program Analysts (LPAs) Seychelle De Luca and Tanya Washington met with Designee Dijanae Williams Howell to close a complaint investigation regarding the above allegations. It was alleged that Staff #1 inappropriately handled Child #1. Throughout the investigation, LPAs conducted interviews with Director, staff, parents, and children. LPAs also obtained copies of relevant documents. Based on interviews, LPAs learned that during nap time, Child #1 jumped on Staff #1 and Staff #1 redirected Child #1 to nap cot. LPAs learned Staff #2 told Director that Staff #1 handled child in a rough manner. LPAs learned Director was not in the room when this incident occurred. Based on conflicting information, LPAs were unable to determine if child was grabbed in an inappropriate manner. LPAs determined that facility staff would have needed to report the incident if the allegation was true; however, it is unclear whether there was a personal rights violation.
Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur at the facility; therefore, the allegations are UNSUBSTANTIATED. An exit interview was conducted and a Notice of Site Visit was posted. Appeal Rights were provided. |
