Licensing Program Analyst (LPA) Tanya Washington and Application Specialist (AS) Seychelle De Luca met with Executive Director Mona Dates and Center Manager Nursaba Zamani- Ahmad for the purpose of an announced annual/random inspection and capacity increase. Licensee is requesting a capacity increase from 24 preschool children to 54 children (30 preschoolers and 24 toddlers under the toddler option program). Facility was on inactive status since 2015 and plans to start enrolling children effective 12/18/2019.

An updated fire clearance was granted on 12/10/2019 by Sacramento Metropolitan Fire Department. Facility hours of operation will be Monday through Friday from 7:00 AM to 6:00 PM.

A health and safety inspection was conducted in all areas accessible to children. Licensee is designating Classroom #2 for the toddler option. LPA and AS inspected the classroom and observed cubbies to store children's personal belongings, age appropriate toys and equipment. Licensee stated that the mats for napping were ordered and will be at the facility prior to children's enrollment for both classrooms. LPAs observed 1 changing table in the classroom. There are two toilets and two sinks in room #2 and separate staff restroom. The toddler's outside playground is physically separate from the preschool playground and is located closer to Stephen Drive (blue and yellow platy structure). Classroom #1 has two children's toilets and three sinks as well as a separate staff restroom.

The preschool Classroom #1 is equipped with age appropriate toys, furniture and cubbies to store children's personal belongings. Both classrooms contained a total of 1895.009 square feet sufficient for the requested capacity of 54 children. Both outdoor spaces were measured and contained a total of 13,850.688 square feet which also meets the requested capacity.

Program will be providing breakfast, lunch and snack. Facility has a drinking fountain in classroom #2 and will be using sippy cups for younger toddlers. Classroom #1 will have a pitcher and paper cups for drinking water until the water fountain is repaired. Executive Director indicated that a paper sign in and out system will be utilized. There are no firearms or bodies of water on the premises. LPA observed a functional smoke and carbon monoxide detectors.

Licensing Staff provided the Executive Director with a list of required documents for staff and children's records. LPA also requested a Director's packet who is assigned for this site which will be submitted by Monday 12/16/2019.

This facility provides Incidental Medical Services (IMS). For IMS information, see "Regulation Interpretations and Procedures for Family Child Care Homes Section 102417" in the Evaluator Manual. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensing Staff discussed and provided the “Effects of Lead Exposure” brochures and advised the Site Supervisor to share the brochures with parents. LPA discussed Safe Sleep and issued the Healthy Schools Act survey. LPA provided the following link:http://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the Licensee to subscribe to the distribution list and receive Quarterly Updates.

Licensee's capacity request is granted effective 12/13/2019, an updated license will be mailed upon return to the office. Notice of Site Visit was posted and should remain posted for 30 days for parental review. No Title 22 deficiencies are observed during the inspection.
