25 | Licensing Program Analyst (LPA) Kelly Ferrara met with Director Shawn Edwinson for the purpose of a required one year inspection. On March 3rd, 2020, at 11:40 AM, LPA toured the facility including all activity and classroom spaces, restrooms, and outdoor play area. At 11:50 AM, LPA observed two parent volunteers along with the Director and qualified staff supervising 13 preschool children. Director was was reminded never to exceed the conditions, limitations and capacity specified on the license and to follow ratio regulations for a Parent Cooperative. The center has two programs: Children are in care Monday, Wednesday, and Friday from 8:45 AM-2:15 PM, and Tuesday, Thursday from 8:45 AM-11:15 AM.
The two classrooms appeared clean including the carpets and floor. Chemicals were kept inaccessible to children on a high shelf. Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. Uncontaminated drinking water was readily available to children both indoors and outdoors. Bathrooms were clean and all sinks and toilets were in operating condition. There are no firearms or bodies of water on the premises and the facility has at least one functioning smoke and carbon monoxide detector. Parents provide snacks for all of the children and each child brings their own lunch from home. LPA observed all required licensing documentation was posted for parental review. LPA observed that parents are signing their children in and out of the center.
A sample of children and staff files were reviewed. Each child's file had the required licensing documentation and LPA advised the Director that the Immunization Cards should be updated to the new Public Health form (CDPH286) for newly enrolled children. LPA observed staff files had all required documentation including Mandated Reporter training. LPA advised this training must be completed every two years. At least one staff had a current Pediatric CPR and First Aid certification that expires in March 2021. LPA observed a current children's roster and the facility is completing their fire drills with the last one completed on December 5th, 2019.
