Licensing Program Analysts (LPA), Elvira Sierra, met with Site Director, Janice Lal for an Annual/Random Inspection. Present during the visit were 3 staff caring for 6 school age children. Facility meets teacher/child ratio today. The program operates in the Prairie Elementary School grounds M-F 07:00 AM to 06:00 PM year round with periodic breaks during the holidays.

Facility was inspected indoors and outdoors for Health and Safety hazards. Classrooms have age appropriate toys and equipment that are in good repair. There are 2 separate restrooms for boys and girls to use privately and 4 sinks for children's usage. Restrooms are maintained clean, in good repair and with adequate supplies. Staff use a separate restroom. Per Director there are no Firearms/ weapons in the facility. Disinfectants, cleaning solutions, poisons are stored inaccessible to children. Director stated that there are no children that required medication at this time. Facility has a lock box to keep medication if required. Drinking water is readily available both indoors and outdoors by water jars and paper cups. Outdoor play area is clean, free of debris and in safe condition. Program provide meals that are prepared in the kitchen. There is adequate food supply for all children in care, and the food is stored properly.

All staff working in the facility have criminal background clearance on file with Licensing Office. LPA advised that prior to working or volunteering in a licensed child care facility, all individuals subject to criminal record review shall obtain a clearance or criminal record exemption. The Department shall notify licensee to immediately terminate the employment of, or to remove/bar any person with specified convictions or for other reasons. The licensee shall comply with the notice.
Director understand that at least one person trained in CPR and Pediatric First Aid shall be present when children are at the facility or at off site activities. The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence shall be reported to the Department within 10 days of a change

Facility meets all Posting requirements; (License, parents rights, personal rights, menu, Emergency Disaster & Earthquake Preparedness Plan, Child Car Seat Law) were reviewed today. Staff and children files were review and Staff files records contain a health screening report and children files are complete. Sign in/out sheets were reviewed. Director was advised that the person who signs the child in/out shall use their full legal signature and shall record the time of day.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: www.ada.gov/childqanda.

LPA reviewed AB 1207- California Child Care Worker: Mandated Reporter Training. Training must be renew every two years starting January 1, 2018 and retain proof of completion in the facility file. The training can be found at: mandatedreporterca.com. LPA observed all staff have completed the training.


This facility evaluation report was reviewed and discussed with Academic Program Coordinator; A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so Designee can request to be added to the distribution list to receive Quarterly Updates. Staff was encouraged to the visit the department's website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.
