Licensing Program Analysts (LPAs) Tanya Washington and Seychelle De Luca met with Site Supervisors Chelsea Ho and Suzanne Saraba for the purpose of an unannounced annual random inspection. Ms. Ho oversees classroom P2 and Ms. Saraba oversees classroom P1. Site Supervisors were reminded never to exceed the conditions, limitations, and capacity specified on the license. Upon arrival, LPAs observed 16 preschool children in room P1 and 22 preschool children in room P2. There were a total of six staff upon arrival. Facility hours of operation in room P2 are Monday-Friday from 8:30 AM to 3:30 PM. Facility of operation in room P1 are Monday-Friday from 8:00 AM to 3:00 PM.

LPAs toured all activity and classroom spaces, restrooms, food service, and outdoor play area. LPAs reviewed storage of medication and checked the expiration dates. Staff stated there are no poisons on the premises. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. Toileting facilities are in safe, sanitary, and operating condition. The floors appeared clean throughout the facility. Staff indicated that all hot meals, including snacks are prepared at the cafeteria located on the school ground of Earl Warren Elementary school. Storage containers with solid waste have tight-fitting covers. Program provides breakfast, lunch, and afternoon snack. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPAs observed a sign-in and out book with full legal signatures.

Six staff records were reviewed. LPAs did not observe any staff having completed AB1207 mandated reporter training.

Six children's records were reviewed. Each child's file contained an emergency card and a consent for medical treatment. At least one staff member present today has current Pediatric CPR and First Aid certification (exp. 01/2020).

All staff currently employed with the facility have criminal record clearances with Sacramento City Unified School District, health screening report, and documentation of the educational background, training, and/or experience. LPAs reminded staff that 100% supervision is required at all times, including in the bathroom. There are no firearms or bodies of water on the premises. LPAs observed a functional carbon monoxide detector. LPAs reviewed the Department's inspection authority and discussed with staff any changes that may occur regarding the director or an employee acting in the Site Supervisor's absence must be reported to department within ten working days.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

This facility evaluation report was reviewed and discussed both Site Supervisors. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. Staff were encouraged to the visit the Department's website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.

One Type B deficiency is cited for missing AB1207 Mandated Report Training certificates for all staff. Notice of site visit posted. Appeal rights provided.
