Licensing Program Analysts (LPA), Elvira Sierra, met with Site Designee, Monta Chea-Whitlock for an Annual/Random Inspection. Academic Program coordinator, Kristen Hayashi arrived later during the inspection. Present during the inspection were 60 preschool children being supervised by 8 staff members who all have obtained criminal record clearance through Elk Grove Unified School District. The program operates in the Prairie Elementary School grounds M-F in Classrooms #3 (Head start (HS) 08:00 AM to 11:30 AM) #6 (HS-7:45 AM to 11:15AM and state(ST) 12:00 PM to 03:00PM) PK1(HS 08:00 AM to 02:00PM) and PK2 (ST. 7:45-10:45 HS 11:30-3:00,) during the school calendar year.

LPA inspected the facility indoors and outdoors for health and safety hazards and observed the following; Classrooms have age appropriate toys and equipment that are in good repair. Cubbies are located inside the classrooms for children’s belongings. Facility has sufficient napping equipment for children in care. Medications and cleaning products and Toxins are maintained inaccessible to children.There are sufficient sinks and toilets for children's usage. Restrooms are maintained clean, in good repair and with adequate supplies. Staff use a separate restroom. The isolation area for ill children is in the classrooms in a open child privacy cube and the use of the staff restroom. if needed. Drinking water is readily available Indoors/outdoors via drinking fountain. Facility has a fire extinguisher that meets the minimum requirements, a smoke and a carbon monoxide detector. Outdoor play area is free from hazards and dangerous conditions. The facility offers breakfast, lunch and a PM snack, which is prepared and delivered from the School District centralized kitchen.

Emergency supplies are available and maintained. First Aid Kit is properly maintained and kept inaccessible to children. Classrooms have appropriate postings. Last Emergency Drill are conducted monthly and are properly logged.

Staff and children's records were reviewed. Each child's file contained an emergency card and a medical assessment. At least one staff member present today has current Pediatric CPR and First Aid certification. Sign in/out sheets were reviewed

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: www.ada.gov/childqanda.

LPA reviewed AB 1207- California Child Care Worker: Mandated Reporter Training. Training must be renew every two years starting January 1, 2018 and retain proof of completion in the facility file. The training can be found at: mandatedreporterca.com. LPA observed all staff have completed the training.


This facility evaluation report was reviewed and discussed with Academic Program Coordinator; A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so Designee can request to be added to the distribution list to receive Quarterly Updates. Staff was encouraged to the visit the department's website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.
