On 08/26/2024 at approximately 10:15am, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat met with Facility Representative Erika Perez for the purpose of an unannounced change of capacity case management inspection. The Applicant is requesting a total of 145 preschool students in rooms #9,10,11,12, and 13. LPA Manabat has not yet received the fire clearance for the facility. The program operates Monday through Friday 7:30 AM to 4:30 PM and is located on the Robla elementary school campus.

INDOOR ACTIVITY SPACE:
There are five portable rooms on site that are used by the facility. The classrooms are located in rooms #9,10,11,12, and 13. During today's visit, LPA observed a sufficient amount of equipment, toys, tables, chairs, nap mats, and cubbies. CAB LPA measured the indoor space for a total of 5,159 square feet, which will accommodate Licensee’s request for 145 preschoolers. There are a total of 15 sinks and 5 toilets that can be used by the preschool program. There is a private restroom for staff located on the Robla preschool site and is labeled as "staff restroom".

ADDITIONAL TOILET INFORMATION:
During today's inspection, LPA Manabat observed that there are additional toilets that are located outside on the elementary school playground. The restrooms are portable and within reasonable distance to the preschool classrooms. The portable restrooms are manufactured so that they have running water and electricity. It was not determined whether there were a limited number of flushes per restroom stall. During the observation process, LPA Manabat obtain photos of the inside and outside of the stalls and noted that they would be appropriate for preschool ages.

The facility representative stated that she did not have specifics on the ways in which the bathrooms were serviced but that the construction workers on site may have more information to share about the manufacturing for these portable toilets. The structure of each of the toilets is built so that there is an illuminated light on the outside that indicates whether the stall is vacant or not. Inside there is one toilet and one sink. Including these toilets and sinks, the overall count is 11 toilets and 21 sinks.

LPA Manabat discussed with the facility representative that these restrooms are not shared with the elementary school campus and are only exclusive to the preschool. The facility representative is aware that the removal of these restrooms would mean that the facility's capacity would potentially be affected. It was also discussed that any changes to the inclusion of these restrooms should be discussed with licensing.

OUTDOOR ACTIVITY SPACE:
There are two outdoor areas on site, the main yard with a play structure that is manufactured for ages 2-5 years of age and another that is located behind portable 11. The outdoor play area is encompassed by chain-linked fences that are at least four feet tall. LPA Manabat observed enough substrate under the play structure that would cushion a fall.

The Facility Representative stated that there are no firearms, weapons, or bodies of water on the facility premises. LPA Manabat observe sufficient shaded areas to the outdoor play area. During today's visit, LPA measured a combined total of 11,041 square feet for the preschool yards which will accommodate Licensee’s request for 145 preschoolers.

Licensee Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Prior to issuing a license, the following conditions must be submitted:
