On March 14, 2023 Licensing Program Analysts (LPAs) Lea Habtom and Amanda Blesi met with Assistant director, Lucia Vargas, to deliver the findings for a complaint that was opened on February 2, 2023. The census for today was 20 infants being supervised by 4 staff in the infant and toddlers classroom. The complaint alleges unqualified staff are caring for infants. During today's inspection, LPAs confirmed with staff in the infant room that staff #1 & staff #2 did not have 12 units in early childhood education and in infant units. Assistant director could not provide LPAs with transcripts to validate core classes and infant units were taken. Based on observation and the investigation, LPA Habtom gathered that the facility does not have qualified staff therefore the department has found to be SUBSTANTIATED: meaning that the allegation is valid because the preponderance of the evidence standard has been met. Title 22 deficiencies were cited on today's inspection on 9099-D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with licensee.

Assistant director hired a fully qualified infant teacher and states she will review scheduling to determine that fully qualified staff are in the rooms with aides.

(A)At least three of the units required in (c)(1) above shall be related to the care of infants or shall contain instruction specific to infants. This requirement was not met as evidenced by: 2 aides were in the infant classes with no transcripts or units in ECE & in infant units which posses an immediate risk to the health & safety of children in care if not corrected.
