Licensing Program Analysts (LPAs) Kelly Ferrara and Mai Lor met with Director Alicia Spillman for the purpose of an unannounced random annual inspection. LPAs toured the facility including all activity and classroom spaces, restroom, food service and outdoor play area. Appropriate ratio and care and supervision were observed during today's inspection. Census included 32 preschool children supervised by five staff members. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday from 8 AM- 5:30 PM.

LPAs observed that staff have a Criminal Record clearance and are associated to the facility license with the exception of staff Michelle Ramirez. LPAs called the Child Care Licensing Office and learned that Ms. Ramirez was fingerprint cleared but she was not associated to the facility license. LPAs reviewed the Department's inspection authority and discussed with the director any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Classrooms all appeared clean including the carpets and floor. Playground equipment and surfaces are free of loose or sharp parts. The areas around or under the climbing equipment are cushioned with enough material to absorb a fall and there is shade provided by canopies. Uncontaminated drinking water was readily available to children both indoors and outdoors. There are no firearms or bodies of water on the premises. LPAs did not observe a carbon monoxide detector on site during the inspection. Trash cans containing solid waste had lids. Menus were posted for lunch and AM and PM snack and other required licensing documentation were posted by the front door. LPAs observed a clipboard at the front desk for parents to sign their children in and out each day. Toileting facilities are in safe, sanitary, and operating condition and there are enough sinks and toilets for the children in care. All cleaning supplies were stored inaccessible to children in care.

A sample of staff and children's records were reviewed and the all files had the required documentation. At least one staff member present today has current Pediatric CPR and First Aid certification that expires in February 2021. LPAs observed a current children's roster and fire drill log with the last one conducted in April 2019.

Incidental Medical Services (IMS) is provided by this facility. There is a first aid box with the appropriate supplies. This facility evaluation report was reviewed and discussed with the director. A notice of site visit was provided and should remain posted for a period of 30 days for parental review. Director was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

Two Type A violations were cited based on today's inspection. Appeal rights were provided. Upon receipt of a Type A citation, licensee shall post and provide copies of the LIC 9099 D for parents/guardians of children in care and for parents/guardians of newly enrolled children for the next 12 months. Licensee must also keep the signed LIC 9224, acknowledging receipt of LIC 9099 D in each child's file.

Director Howard purchased two Carbon Monoxide Detectors while LPAs were present at the facility. LPAs were able to clear the citation during the inspection.
