Licensing Program Analysts (LPAs) Kyrsten Williams and Amanda Sutter met with the Licensee, Elizabeth Maddy, for an unannounced annual inspection. Census included 13 infant children in care with 6 staff. Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday 6:30 AM to 6:30 PM.

LPAs toured the facility including all activity and classroom spaces, restrooms, food service and outdoor play areas. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat laws, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Licensee stated that there are no firearms nor poisons on the premises. There is a waiver on file for the changing table sink. Changing table has raised sides. Bins for solid waste have tight fitting lids. Licensee provides Infant food. Supplemental food items are provided by parents/guardians. LPAs observed prepared milk bottles labeled with children's names and current date. Other food in the facility was properly stored to prevent contamination. Drinking water is provided to children via labeled sippy cups. LPAs observed sign in and sign out logs with full legal signature of parent/guardians.

LPAs conducted a health and safety inspection of the outdoor space. Playground equipment and surfaces were free of loose or sharp parts. LPAs observed wood chips to provide cushioning. Outdoor shade was provided by trees. Water is accessible via sippy cups. The Director stated that there are no firearms or bodies of water on the premises and the facility has at least one functioning smoke, carbon monoxide detector, and fire extinguisher.

LPAs reviewed staff and children's records, which contained all required documentation. Each child's file contained an admission agreement, emergency card, health history, immunizations, and acknowledgement of receipt of personal rights, consent for emergency medical treatment, and parent’s rights. LPAs observed a current Needs and Services plan for each infant in care. LPAs observed an Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two. LPAs observed CPR and First aid certification for all staff on the facility premises. LPAs observed health screening, staff immunization records, current AB 1207 Mandated Reporter training certificates, employee rights, and documentation of the educational background, training/experience.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPAs referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information.

The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
