On October 28, 2021, at approximately 8:30 AM, Licensing Program Analysts (LPAs) Alize Tillery and Gagan Singh met with Regional Director Jennifer Parsons for the purpose of an unannounced annual random inspection. Upon arrival, LPA observed 24 preschool children, supervised by 5 staff members. Facility hours of operation are Monday through Friday from 7:30 AM to 5:30 PM.

LPAs toured all activity and classroom spaces (classrooms: Dolphins, Panthers and Pandas), the kitchen area and the outdoor play area. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants, medications and hazardous items are appropriately stored and inaccessible to children. Director stated there are no poisons, bodies of water or weapons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe and operating condition. LPAs observed the bathroom trash bin overflowing and without a lid. The floors appeared clean throughout the facility. The food preparation space is free of litter, all food was protected against contamination, and storage containers with solid waste have covers. LPAs reminded Director to ensure all food remains in its original packaging or is labeled/dated.



Drinking water is readily available to children both indoors and outdoors. Director stated that children bring their own personal water cups. LPA observed the facilities electronic sign in and out system and children’s roster; LPAs reminded Director that the children’s roster should include the child’s physician name and contact number. Outdoor playground equipment and surfaces are free of loose or sharp parts. There is rubber cushion beneath the playground equipment in the outdoor play area. There are sufficient equipment and toys and shaded areas supplied by overhangs.

Seven staff files and ten day care children file records were reviewed. All children and staff files were observed to be complete. At least one staff member present today has current Pediatric CPR and First Aid certification (exp. 01/2022). All staff currently employed with the facility have a criminal record clearance on file and are on the facility’s personnel roster. LPA observed a smoke and carbon monoxide detector. LPA reviewed the Department's inspection authority and discussed with designee any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within ten working days. LPA verified the annual fees are current.

Regional Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with Regional Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Regional Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
