Licensing Program Analyst (LPA) Kelly Ferrara met with the Director Sandra Haines for the purpose of an unannounced random annual inspection. LPA toured the facility including all activity and classroom spaces, restrooms, food service and outdoor play areas. Appropriate ratio and care and supervision were observed during today's inspection. Census included 123 preschool children being supervised by 14 staff. The Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday from 6:30 AM- 6 PM.

LPA reviewed the facility staff roster while touring the facility. LPA observed that there were five staff that were not associated to the facility: Lina Im, Michele Gray, Jaclyn Berube, Mario Marconi-Liberati, and Tiva Nakkorop. The Director stated that the staff had all been hired over the summer. LPA called the Sacramento Regional Office and verified that each staff had a fingerprint clearance, however they were not associated to Cadence Education.

Classrooms all appeared clean including the carpets and floor. Playground equipment and surfaces are free of loose or sharp parts. Uncontaminated drinking water was readily available to children both indoors and outdoors. Bathrooms were clean and all sinks and toilets were in operating condition. There are no firearms or bodies of water on the premises and the facility has a functioning carbon monoxide detector. Menus were posted for lunch and AM and PM snack and other required licensing documentation was posted for parental review. LPA observed an electronic tablet where parents are signing their children in and out of the center.

A sample of children and staff files were reviewed. Each child's file had the required licensing documentation and LPA advised the Director that the Immunization Cards should be updated. Staff are in the process of updating their Mandated Reporter training which must be done every two years. At least one staff had a current Pediatric CPR and First Aid certification that expires in October 2020. LPA observed a current children's roster and fire drill log with the last drill conducted on September 13th, 2019.

Incidental Medical Services (IMS) policy was discussed with the Director. LPA observed that there are children enrolled that require IMS services. Each classroom was equipped with First Aid equipment. For additional IMS information, director was advised to see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226.The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

This facility evaluation report was reviewed and discussed with the Director. The Director was encouraged to the visit the departments website at WWW.CCLD.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers. A notice of site visit was provided and should remain posted for a period of 30 days for parental review. LPA gave the Director a copy of the Effects of Lead Exposure brochure and Active Supervision handout.

One Type A citation was issued based on today's inspection. Director acknowledges, that for TYPE A DEFICIENCIES ONLY upon receipt, Licensee shall post LIC 9099-D with Type A deficiencies for 30 days and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. LIC 9224 must be signed by parents/guardians and kept with the children's forms as a receipt whenever any Type A documents are provided by the Licensee. LIC 9224 and Appeal Rights were provided.
