Licensing Program Analyst (LPA) Kelly Ferrara conducted a follow up complaint inspection and met with Director Sandra Haines. LPA observed a current census of 99 preschool children in care with 11 staff. During the investigation, LPA interviewed the Director, reviewed documentation, and made observations.
At the initial inspection, LPA observed five classrooms of children. Out of 85 total children, 27 children were observed wearing a mask. Director stated that the staff encourage children to wear a mask, however they cannot force a child to wear a mask which would be against their personal rights. During today’s inspection, LPA observed two preschool classrooms. In Lions Den classroom, LPA observed 16 out of 18 children wearing a mask. LPA heard staff encourage children to wear or fix their mask 7 times during a 10 minute period. In Sea Turtles classroom, LPA observed 13 out of 14 children wearing a mask. LPA heard staff encourage children to wear or fix their mask two times during a ten minute period. While at the facility, Director had staff go to the store to purchase additional masks for children who did not have one. LPA reviewed Cadence mask policy which did not reflect the current guidance from CDPH of all children over the age of two must wear a mask while indoors.
