Licensing Program Analyst (LPA) Goodell met with ECE Program Specialist, Nicole Schlie to open complaint investigation regarding the above allegation. LPA observed 15 children with two staff in room #12, 17 children with three staff in the outdo or area and 16 children with four staff in room #18. It was alleged that the hallway bathroom used by children from classrooms #12 and #14 are not maintained and often have paper towels and toilet paper scartered on the floor. LPA toured facility including all three classrooms, restrooms used by preschool children. LPA observed restroom floors free of toilet paper or paper towels. LPA learned that school campus has three bathrooms which includes two located in hallway and one next to kindergarten children that is used during outdoor activity. LPA conducted interviews with reporting party, parents, staff and school principle. Through interviews, LPA learned staff and parents have observed debris on bathroom floors, flooding and no soap. LPA also learned that the janitorial services are short staff therefore have not been able to maintain bathrooms and classroom cleanliness. LPA learned that staff have children use alternate bathrooms on campus due to hallway bathroom condition. In addition, staff have had children wash hands in classrooms or bring soap from classroom to bathroom to ensure handwashing. Report continues on LIC 9099-C

LPA also learned staff and school principle have submitted maintenance and janitorial request regarding restroom cleanliness and operations. LPA observed missing soap dispenser in the boys bathroom located in the hallway closest to classrooms #12 and #14, however observed soap dispensers in classrooms, second hallway bathroom, outdoor kinder bathroom and room #18's bathroom.

Although it was alleged that staff failed to keep hallway bathroom used by children from rooms #12 and #14 clean, LPA learned through interviews that staff and school principle have taken measures such as submitting janitorial and maintenance request and have children use alternate bathrooms to ensure cleanliness for children in care. Due to the conflicting information obtained during interviews and observations allegation is UNSUBSTANTIATED.
No deficiencies cited. Report was reviewed with director. Appeal Rights issued and discussed. Notice of Site Visit issued which must remain posted for 30 days.
