On Wednesday, 02/23/2022, Licensing Program Analysts (LPAs) Jan Hoshida and Erwin Tjhia conducted an unannounced annual random inspection for the preschool program. LPA met with Staff Maria Piceno and TOSA Lena Sanders. Upon arrival, LPAs observed seven children supervised by two staff members.

This program operates a morning and afternoon half day preschool state program from 8:00-11:00am and 11:45am-2:45pm Monday through Wednesday on a traditional Twin Rivers school schedule. Children are provided with lunch at the school cafeteria. LPAs conducted a health and safety inspection inside and outside of the facility. The following areas are in compliance during the visit. Firearms and ammunition are not on the premises. Staff acknowledged that storage area for poisons needs to be locked and stated that there are no poisons on site. Disinfectants, hazardous items, and medications are inaccessible to children. Furniture and equipment are sufficient, age appropriate, and in good repair. Fire drills are conducted and documented. Carbon Monoxide detector was present and staff stated that each district classroom has them installed within the fire system. The playground equipment and outdoor activity space is maintained and in good condition. Children's toilets, hand washing facilities are sanitary. Floors are clean and free of debris. Drinking water is available both indoors and outside. Menus are posted. The facility is in compliance with conditions and limitations specified on the license. Staff stated that they utilize an on-line sign in and out system. First Aid/CPR reviewed and in compliance. Emergency information reviewed for some children. Some staff records were reviewed. LPAs discussed current COVID guidelines with staff. LPAs observed that staff and children were wearing masks.

LPAs observed that wood chips are being used as cushioning around the climbing equipment and slides. Staff stated that wood chips are replenished annually by the school. LPAs stated that wood chips need to be moved around to ensure that there is a cushion on the bottom of the slide areas.

LPAs observed that there was a section of the outdoor fencing area that had a large gap on the bottom of the fence to the top of the grass. Staff stated that the grass area under the fencing has gradually gotten lower and that they are currently working on ensuring that the ground meets the bottom of the fencing.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
