13 | Licensing Program Analysts (LPA) Michelle Pascual met with Facility Representative/Principal, Robin Kemmer on at approximately 09:40am to deliver findings for the above allegations. There were 72 children in attendance.
The complaint alleged “Facility operating out of ratio,” “Staff speak inappropriately to children in care,” and “Staff and children files are not updated.” Throughout the investigation, LPA observed the classroom, interviewed the guardians of children in care, staff, children and the Principal as well as viewing staff and children’s records. LPA also obtained count sheets to view ratios. LPA found that all files are maintained and have proper licensing documentation that is filled out correctly and LPA observed the classroom in ratio. Furthermore, LPA verified a count sheet over the course of a 2-week period which provided proof of correct ratios. Regarding staff speaking inappropriately, when LPA interviewed children they stated that the teacher can speak loud and raise their voice when addressing misbehavior and providing correction to students. LPA also found when interviewing the guardians of children in care, they were pleased with the care provided and had no concerns about staff not speaking appropriately to their children.
