On Tuesday, November 8, 2022, at approximately 8:50 AM Licensing Program Analyst (LPAs) Josiah Gathing and Mandie Goodwin met with Administrator, Lucky Ranatunga, for the purpose of a complaint investigation and to deliver findings. It was alleged that day-care children have engaged in inappropriate interactions with each other. Throughout the course of the investigation, LPAs conducted interviews, reviewed documentation, and made observations. LPAs did not observe any inappropriate interactions between children during the investigation. Interviews with staff state that there is always sufficient supervision to ensure that concerning interactions are addressed immediately. LPAs observed sufficient staffing and supervision of all children at all times throughout the course of the investigation. Interviews with children and parents did not reveal any evidence to support the allegations. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are unsubstantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
