Licensing Program Analyst (LPA) Christopher Bello arrived at the facility for a Plan of Correction inspection regarding the deficiencies cited on LIC809D and LIC9099D dated 1/21/2020. LPA met with administrator Lucky Ranatunga. Present at time of inspection there were a total of 52 children, four teachers and three aides. At approximately 4:32pm on 1/27/20 LPA observed that the playground had 51 children with two qualified teachers and two aides which according to regulations are allowed a combined total of 30 children. Approximately 2-3 minutes later another qualified teacher and aide arrived. At approximately 5:00pm LPA observed the Purple room with 16 children with a fully qualified teacher and an aide without any units completed. Per regulations with a fully qualified teacher and an aide without completed units are allowed a total of 15 children. Both of these incidents are considered as an immediate risk to the children in care. This is a repeat violation, civil penalties were accessed and LPA will return to clear the deficiency.

LPA conducted interviews. Based on today’s interviews LPA cleared the Deficiency previously cited on LIC9099D on 1/21/20. LPA printed and provided the Letter of Deficiency Cleared.
Lucky stated that there are two qualified teachers that leave at 4:30pm, but since they had enough teachers to cover Teacher-Child Ratios they left. Lucky also stated that Teacher-Child Ratios became an issue because one Teachers had to leave the playground to bring a child to the restroom and another had to get a tissue for another child. Lucky also stated that the teachers returned not long after they left and that they had enough staff to cover ratios at the the time.
Upon receipt of Type A citations, facility shall post and provide copies of the LIC 809D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 809D in each child's files
