Licensing Program Analyst (LPA) Tanya Washington and Application Specialist (AS) Seychelle De Luca are conducting a Case Management tele-inspection with Program Director Tabitha Thompson for the purpose of requested capacity increase. The inspection is being conducted via Facetime due to COVID-19 pandemic. Program Director is requesting an increase in capacity from 24 to 40 children, which will include 16 toddlers 18 to 36 months and 24 preschool age children from 2 years until entry into kindergarten. The program relocated to brand new portables which are still located on the premises of Oakdale Elementary school. The facilities hours of operation are still being worked out due to un-predicted COVID19 restrictions. The program will operating in portable rooms #31 and #32. Per Program Director all meals will be provided by the school district cafeteria and will be delivered to the classroom.

According to Program Director a fire clearance has been granted. LPA has not received the approved clearance yet.

A virtual health and safety inspection was conducted in all areas accessible to children. Program Director measured both classrooms. Room #31 will be used by preschool age children, Room #32 will be used by the toddlers. The total indoor capacity square footage for both classrooms is 1,446.585. This will accommodate the request for 40 children. There are 2 toilets and 2 sinks available to children in each classroom, and a separate staff restroom is available on the premises of the elementary school (main office and cafeteria).

LPAs observed an outdoor play structure with a safety label for ages 2 years to 5 years. Program Director understands that children from 18 months to 2 years old are not allowed to use the play structure. Staff will provide supervision as well as alternative play equipment for younger children. Program Director understands that a shared use schedule will need to be put in place and toddlers and preschool children can not commingle on the playground or indoors. Licensing Staff observed sufficient amount of furniture, toys, and play equipment in the preschool room. Toddler Room #32 is still in need of being fully equipped. Program Director stated that the items have been ordered in May and they are expecting everything any day. Facility will utilize electronic sign in/out system to keep track of children's attendance.

The total outdoor capacity square footage is 3,584.002 square feet. This will accommodate the request for 40 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Program Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

An exit interview was conducted and in the areas that were evaluated, no deficiencies were observed at the time of the inspection. LPA e-mailed a copy of LIC809 to Program Director. Program Director understands she must read the report and send LPA an e-mail stating she received, read, and understands today’s report.



PRIOR TO LICENSURE THE FOLLOWING MUST BE COMPLETED:
1. Receipt of fire clearance
2. Updated facility sketch indicating measurements
3. Proof of completion of Preventative Health and Safety Training for Site Supervisor which includes AB2370 Lead Prevention component
4. Proof of furnished classrooms
5. Verification of napping equipment (bedding as well)
6. Required posters in both rooms
7. Waiver request for shared playground use
