Application Specialist (AS) Mai Lor and Licensing Program Analyst Jan Hoshida met with Licensee Vanessa Silva for the purpose of an unannounced required annual inspection and an announced capacity increase case management inspection. Licensee requests to increase the preschool capacity from 40 to 64 of the preschool children ages two to entry into Kindergarten. Census included 21 preschool children and three staff. The facility's hours of operation are Monday through Friday from 7:00 AM to 5:30 PM. AS Lor received the fire clearance on 8/17/21.

AS and LPA conducted a health and safety inspection in all areas accessible to preschool children. There are four existing preschool classrooms: Joy, Faith, Promise, and Hope. The Applicant is adding two additional preschool classrooms: Classroom #2 and #3. AS Lor used measurements from the 10/06/2015 report. The total classroom space contains a total of 2146.249 square feet, which will not accommodate the requested capacity of 64 preschool children. There are seven toilets and seven sinks available to children, and a separate staff restroom is available. However, one of the seven toilets are not operable. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

AS and LPA observed sufficient number of furniture, toys, mats, cubbies, and play equipment in the classrooms. AS and LPA observed a functional carbon monoxide detector on the currently licensed section of the facility. AS requested the facility to purchase an additional carbon monoxide detector for the additional classrooms due to the classrooms being separate from the existing classrooms. AS and LPA observed disinfectants and medications are inaccessible and appropriately stored. AS and LPA observed a electronic sign-in/sign-out system.

There are three outdoor areas on the property: two preschool play yards, and an infant play yard. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. AS and LPA observed sufficient amount of equipment and toys. AS and LPA observed water tables and advised licensee that water must be dumped after each use. There are shaded areas supplied by overhangs and sun shade sails in each of the play yard.

AS used the preschool yard measurements from the report dated 10/06/2015. The outdoor preschool yard contains a total of 2999.409 square feet, which does not accommodate Licensee's request for 64 preschool children. Licensee must submit an insufficient outdoor space waiver to utilize a rotating schedule where no more than 39 preschool children will use the outdoor space at one time. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

AS emailed LIC311A, Effects of Lead Exposure brochure and Provider Notice Information (PIN) 21-21 (Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers per AB 2370), and immunization card. AS and LPA reviewed lead testing requirement and COVID-19 technical assistance with the applicant.

This facility plans to provide Incidental Medical Services - IMS. For IMS information, see Evaluator Manuel - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.
