On Thursday, January 4, 2024, at approximately 1:05 PM Licensing Program Analyst (LPA) Josiah Gathing met with Director Cynthia Jones, for the purpose of a complaint investigation and to deliver findings. It was alleged that infants are left to sleep in swings instead of cribs and that infants self-feed in boppy pillows. Throughout the course of the investigation, LPA conducted interviews, reviewed documents, and made observations. During the investigation, LPA did not observe children feeding with propped bottles or sleeping in swings. Staff stated in interview that infants who are too young to hold their own bottles are held by staff during feeding. Staff stated in interview that infants are immediately transferred to cribs when they fall asleep. Staff also stated in interview that swings are no longer used to help infants sleep. Parents stated in interview that the facility is communicative and has accomodated the feeding and sleeping needs of their infants in accordance with Licensing regulation. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, the allegation is unsubstantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
