At 8:00 a.m. on Monday, August 30th, 2021, Licensing Program Analyst (LPA) Karyn Guerra met with Director, Meghan Mara, for the purpose of an unannounced required 1 year inspection. A risk assessment for COVID-19 was conducted via telephone prior to entry into the facility. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Census consisted of 4 infant children supervised by 2 staff. Facility hours of operation are temporarily modified due to COVID-19 pandemic to 7:30 a.m. - 5:30 p.m., Monday thru Friday.

LPA toured the classroom spaces and outdoor play area and conducted a health and safety inspection. Director stated there are no poisons nor weapons on the premises. Currently, no children in care require medications. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Infant changing tables have a padded surface that is washable and at least one inch thick. Changing table is within arm's reach of a sink. The floors appeared clean throughout the facility. The food preparation space is free of litter and all food was protected against contamination. Parents provide lunch for children. Facility provides AM and PM snack for toddler children. Parents provide all food for infant children. Menus were posted and drinking water was readily available to children both indoors and outdoors via filtered pitcher and labeled bottles. Facility utilizes an electronic sign in and sign out system.

LPA observed 4 pack and play cribs in the facility. LPA discussed that pack and play cribs may require a waiver or replacement. One infant was napping during the course of the inspection. Sleeping infant had a pacifier without any attachments. LPA did not observe any other items in crib. LPA observed staff completing 15 minute check of napping child and observed a sleeping log.

At 8:21 a.m., LPA observed breast milk in refrigerator that was not bottled and was instead in labeled storage bags. This poses a potential risk to children in care.

Staff and children's records were reviewed. Each child's file contained an emergency card, and medical assessment. Infant Needs and Services Plans were available in the classroom. Infants under 12 months had an infant sleep plan on file. Director was reminded to complete section D of the infant sleep plan. At least one staff member today has current Pediatric CPR and First Aid certification (exp. 03/2022). All staff currently employed with the facility have documentation of educational background, training, and/or experience. LPA observed AB 1207 Mandated Reporter training certificates in facility files.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

This facility evaluation report was reviewed and discussed with the Director. A Notice of Site Visit was provided and shall remain posted for a period of 30 days for parental review. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers. Title 22 regulatory violations are cited on the subsequent pages of this report. Appeal rights were provided. Director's signature on this report acknowledges receipt of these rights. An exit interview was conducted.
