25 | On Thursday, October 19, 2023, at 1:00 PM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Lyubov Vederis, for the purpose of an unannounced annual inspection. Upon arrival, LPA observed Licensee and her spouse providing care and supervision to three school aged children, also present in the home is Licensee's adult daughter Sylvia. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee confirmed that there are no new residents or employees since the last inspection. Facility hours of operation are Monday through Friday from 6 AM to 10 PM.
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: master bathroom and garage. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed a fireplace barricaded according to regulation. The backyard is fenced, there is an empty in-ground pool surrounded by chain link fence, the fence is six feet in height and has slats through the links. The gate is self closing and self latching.
LPA reviewed five children’s files which were observed to be complete. Required postings and the children’s roster were observed. Licensee stated that currently there are no infants enrolled in her facility. LPA observed a current fire drill log. Licensee’s CPR/First Aid card expires 10/2024. Licensee is exempt from Mandated Reporter Training due to language barrier.
LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
