On 5/24/22 Licensing Program Analyst (LPA) Fabiola Diaz met with licensee Alma Limon for unannounced annual/1 year inspection. During the inspection there were 14 day care children, with only one school aged child present. Licensee's mother, Maria Alcantar, and licensee's adult assistant was present on today's date. All individuals subject to criminal background review have obtained a criminal record clearance.

The home is a one story home with a unfenced front yard, 3 bedrooms, 2 bathrooms, kitchen, family room, nook, living room, dining room, garage, laundry room, and fenced backyard. The off-limit areas were updated today to: garage, master bedroom, and the backyard section outside of porch area. Licensee was notified that prior to any changes of an on-limit to an off-limit area, or vice versa, the department must be notified.

A health and safety inspection was conducted in the areas accessible to children. The house has a working telephone, fully charged 2A 10BC fire extinguisher, and working smoke and carbon monoxide detectors. Licensee stated there are no weapons in the home. LPA observed all of the required postings. LPA advised the licensee that if there are ever any poisons at the home, all poisons must be locked with a key lock or combination lock. LPA did not observe bodies of water on premises. LPA observed a barricaded fire place. Licensee stated that she does not use the fireplace while day care children are present.
Licensees' and assistant immunization records were discussed, and an Assistance Note was provided. The Children's roster was discussed and a fire drill log was observed. Licensees' CPR/First aid card had an expiration date of 5/4/23 (Alma) and 1/11/24 (Maria Alcantar). Mandated Reporter Training for Alma had an expiration date of 3/16/24. Licensee understands training must be completed every two years. LPA did not observe the Mandated Reporter for Maria Alcantar, nor for adult assistant. A Type B deficiency was assessed. LPA observed some children's files missing form LIC995A. A Technical Assistance Note was provided to licensee. LPA provided licensee with the updated LIC311D form, and blank copies of the LIC children's forms.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA informed licensee Alma that this report dated 5/24/22 documents one Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA informed the licensee Alma to provide a copy of this licensing report dated 5/24/22 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit must remain posted for 30 days. Exit interview was conducted and report was reviewed with the licensee.
