25 | On Tuesday, March 4, 2025 at 8:30 AM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Lyubov Pashkovets, for the purpose of an unannounced annual/random inspection. The inspection is conducted in Russian language. Upon arrival LPA observed Licensee and her husband Mikhail, providing care and supervision to four preschool aged children. All individuals subject to criminal background review have obtained a criminal record clearance. Facility hours of operation are seven days a week, 24 hours a day. Licensee understands that she may not provide care to the same child for more than 24 hours.
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: Licensee's daughters bedroom and garage. The facility is currently under partial remodel in the process of adding an additional restroom which will be connected to a bedroom accessible to children. The bedroom is inaccessible to children during the remodel and the Licensee will notify LPA once the room is ready for use. The Licensee has informed LPA of the remodel prior to making changes.
LPA observed that the facility is clean, safe and sanitary. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. There is no fireplace on the premises. There are no bodies of water on the premises.
LPA reviewed six children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA observed that the last fire drill was documented October 15, 2024. Licensee’s CPR and First Aid certificate is valid until 10/2025. Licensee, spouse and adult daughter have a current Mandated Reporter Training, the course was taken through Child Action agency. Licensee stated that she does provide care to an infant in the evenings for short periods and this infant does not nap. LPA did not review any infant safe sleep logs.
