25 | On Wednesday, August 9, 2023, at 10:45 AM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Nadezhda Mitrofanova, for the purpose of an unannounced annual inspection. There were no daycare children present during today's inspection. Also present in the home are Lidiya and Galina who are both fingerprint cleared. Licensee stated that there are no new residents or employees since the last inspection. Facility hours of operation are Monday through Friday from 6:00 AM to 8:00 PM.
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: first and last bedroom on the left side of the hallway, garage and both side yards. Licensee acknowledged that children may never enter these off-limit areas. The main area for care is the playroom, kitchen area, living room and backyard. Licensee requested to make changes to her off limit spaces during today's inspection, the rooms inspected appeared safe for children's use. LPA will update the license comments upon return to the office.
LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed a fireplace barricaded according to regulation. The backyard is fenced and there are no bodies of water.
LPA reviewed four children’s files which were observed to be complete. Required postings and the children’s roster were observed. Licensee does not currently have infants enrolled. LPA provided Safe Sleep Infant Regulations and went over the requirement of maintaining the infant sleep log. LPA observed that the last fire drill was conducted 07/07/2023. LPA observed current CPR and First Aid certificates for both Licensees' which expire on 07/2025. Both Licensees are exempt from Mandated Reporter Training due to language barrier. Licensee was advised that the training is available in Russian language through Child Action agency or online at www.mandatedreporterca.com.
