25 | On Wednesday, July 26, 2023, Licensing Program Analyst (LPA) Tanya Washington met with Facility Representatives Lilia Zuiz and Liubov Fichkina, for the purpose of an unannounced annual inspection. Shortly after LPAs arrival staff, Diana Ismailova arrived to the facility. Upon arrival, LPA observed six children in care of two staff, three more children arrived during the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. Facility Representative Liubov, confirmed that there are no new residents or employees since the last inspection. LPA observed proper ratio and capacity was being followed. Facility hours of operation are Monday through Thursday from 7 AM to 6 PM and Friday's from 7 AM to 5 PM..
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: three bedrooms in the hallway on the left, garage, master bedroom/ bath and fenced side yard on the left. Facility Representative acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. Facility Representative stated there are no weapons in the home. LPA discussed poison storage and informed Facility Representatives that all poisons must be stored in a locked container. LPA observed a fireplace barricaded according to regulation. The backyard is fenced and there are no bodies of water.
LPA reviewed six children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA reviewed infant safe sleep logs. LPA observed a current fire drill log. LPA observed current CPR/First Aid cards for both assistants. Staff are exempt from Mandated Reporter Training due to language barrier. LPA advised Facility Representatives that the training can be taken through Child Action or online at www.mandatedreporterca.com
LPA verified that the annual fees are current. Facility Representatives were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
