On 5/24/22 Licensing Program Analyst (LPA) Fabiola Diaz met with licensee Tina Jarvis for unannounced annual/1 year inspection. During the inspection there were 4 day care children present. Licensee's husband was present on today's date. All individuals subject to criminal background review have obtained a criminal record clearance.

The home is a one story home with a unfenced front yard, 2 bedrooms, guest room, 2 bathrooms, kitchen, living room, dining room, day care room (converted garage), laundry room, storage, and fenced backyard. The off-limit areas were updated today to: storage, all bedrooms, guest room, shed, and front yard. Licensee was notified that prior to any changes of an on-limit to an off-limit area, or vice versa, the department must be notified. LPA observed cleaning chemicals throughout the home at the reach of children.

A health and safety inspection was conducted in the areas accessible to children. The house has a working telephone, fully charged 2A 10BC fire extinguisher, and working smoke and carbon monoxide detectors. Licensee explained that she has dual detectors for the smoke and carbon monoxide. Licensee stated there are no weapons in the home. LPA observed all of the required postings. LPA advised the licensee that if there are ever any poisons at the home, all poisons must be locked with a key lock or combination lock. LPA did not observe bodies of water on premises. LPA observed a barricaded fire place. Licensee stated that she does not use the fireplace while day care children are present.
Licensee's immunization records were seen in office file. The Children's roster and a fire drill log were observed. Licensees' CPR/First aid card had an expiration date of 11/23. Mandated Reporter Training for licensee was not observed. A Technical Assistance note was assessed. LPA observed complete children's files.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA informed licensee Alma that this report dated 5/24/22 documents one Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA informed the licensee Alma to provide a copy of this licensing report dated 5/24/22 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit must remain posted for 30 days. Exit interview was conducted and report was reviewed with the licensee.
