Licensing Program Analysts (LPA) Joleen Kenney and Chayntel Hunter met with the licensee, Mary Runnels, for the purpose of an unannounced annual random inspection. The Licensee's adult son was Assisting with the care of the children during the inspection. All individuals subject to criminal background review have obtained a criminal record clearance. Hours of operation for the facility are 7:00AM-6:00PM, Monday thru Friday. Census at the time of arrival was 10 children.

A health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the garage, all bedrooms and backyard. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, fire extinguisher, and smoke and carbon monoxide detectors. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Toxic and hazardous items are inaccessible to children. There are no stairs in the home, the fireplace is appropriately barricaded to prevent access by children. Licensee understands that 100% supervision is required in unfenced outside areas.

Children’s files were reviewed. LPA did not observe immunization records. LPA observed signed Family Child Care Home Notification of Parents' Rights in children's files. A current roster is being maintained and fire and disaster drills are documented. The licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu were not available in the facility file. Current in person EMSA CPR and First Aid certification was verified and expires 03/31/2020 and AB 1207 Mandated Reporter Training has not been completed by the Licensee or Assistants as of the date of the inspection. LPA provided the mandated reporter website at www.mandatedreporterca.com. LPA advised the Licensee that the training must be completed every two years.

This provider is currently not providing IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

LPA verified that the annual fees are current. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so the licensee can request to be added to the distribution list to receive Quarterly Updates. LPA provided and discussed the Safe Sleep in Child Care and Effects of Lead Exposure brochures.

This facility evaluation report was reviewed and discussed with the licensee. A Notice of Site Visit was provided and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CDSS.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request. The licensee's signature on this form acknowledges receipt of this form.

Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.

Immunizations. Prior to admission to a family day care home, children shall be immunized against diseases as required by the California Code of Regulations, Title 17, beginning with Section 6000. This requirement is not met as evidenced by: LPAs reviewed children's files and no children had immunizations records on file.
