Due to COVID-19 pandemic, Licensing Program Analyst (LPA) Kenney is conducting the meeting via FaceTime video call with the Licensee.

Licensing Program Analyst Joleen Kenney contacted Licensee Clarissa Thompson regarding her request for a capacity increase. The Licensee requested to increase the capacity from 8 to 14 children. The facility was granted a fire clearance by the Sacramento Fire Department. During the FaceTime visit, LPA Kenney requested to tour the facility. There were three day-care children being supervised by the Licensee.

The facilities hours of operation is Monday through Friday 7:00 a.m. to 6:00 p.m. The facilities annual fees are current. All individuals subject to criminal background review have obtained a criminal record clearance. A health and safety evaluation was conducted in all areas accessible to children. Off-limits areas consist of the entire upstairs and garage. LPA observed a working phone, 2A10BC fire extinguisher, first aid kit and functioning smoke and carbon monoxide detectors. The Licensee stated that there are no weapons in the home. There are no accessible bodies of water on the premises. Toxic and hazardous items are inaccessible to children. Safe toys and comfortable accommodations were observed. The fireplace in the home is barricaded and the children do not have access to the fireplace. The fenced backyard is accessible for children to play. Licensee understands that 100% supervision is required in unfenced areas.

Licensee does not provide Incidental Medical Services (IMS) at this time. For IMS information, licensee was advised to see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

Required postings were observed. A current pediatric CPR and first aid certification was verified.

LPA observed a completed Mandated Reporter Training certificate for the Licensee. Licensee is aware that the training has to be renewed every two years and is available through www.mandatedreporterca.com.

LPA discussed safe sleep regulations and lead exposure.

Effective today 4/14/2021, LPA approves the capacity increase to serve up to either 14 children, two (2) of which must be at least 6 years of age and no more than three (3) may be infants; or 12 children, four (4) of which may be infants. Infants are children under the age of 2. Licensee is aware that if an assistant is not present the requirements convert to small license regulations.

In lieu of Licensee's signature, LPA Kenney is e-mailing the report with a read receipt request. A Notice of Site Visit will also be emailed and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information.
