At 10:05 a.m. on Thursday, February 20th 2020, Licensing Program Analyst (LPA) Karyn Guerra met with Licensee, Hiresha De Silva, for the purpose of an unannounced annual random inspection. Licensee was reminded never to exceed the conditions, limitations, and capacity specified on the license. Census consisted of 55 preschool age children supervised by 7 staff. Hours of operation for the facility are 7:00 a.m.-6:00 p.m., Monday thru Friday.

LPA toured the facility including classrooms, restrooms, food service areas, and outdoor play areas. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Currently, no children in care require medications. Licensee stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. Bins for solid waste have tight fitting lids. The floors appeared clean throughout the facility. The food preparation space is free of litter, and all food was protected against contamination. Program provides Breakfast, Lunch, and Morning and afternoon snack.



Drinking water is available to children indoors via a water cooler, and outdoors via water bottles. LPA observed full legal signatures while reviewing the sign in and sign out sheets. Playground equipment and surfaces are free of loose or sharp parts. There is adequate cushioning beneath the climbing structure in the outdoor play area to absorb a fall. There is a sufficient amount of outdoor shade provided by trees in the grassy area, and an umbrella on the play structure.

Staff and children's records were reviewed. Each child's file contained an emergency card and a health history. All staff members present today have current Pediatric CPR and First Aid certification. All staff currently employed with the facility have a criminal record clearance, health screening report, immunization records, AB 1207 Mandated Reporter training certificates, and documentation of the educational background, training, and/or experience. There are no firearms or bodies of water on the premises. LPA observed a functional carbon monoxide detector. LPA and Licensee discussed upcoming changes to the Director. LPA provided regulation information for Director Qualifications. Licensee understands any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within ten working days.

Plan of Operation for Incidental Medical Services is available in the facility files. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA verified the annual fees are current. LPA provided and discussed Effects of Lead Exposure brochure.

This facility evaluation report was reviewed and discussed with the Licensee. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. Licensee was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers. An exit interview was conducted.

In the areas that were evaluated, no deficiencies were observed at the time of the inspection.
