On Wednesday, September 04, 2024, Licensing Program Analyst (LPA) Stephanie Piring met with Facility Representative, (Director) Gloria Rowe-Johnson, for the purpose of an unannounced complaint investigation to deliver findings. During todays visit, LPA observed 24 napping preschool age children being supervised by 2 staff in the 2s & 3s class and 17 napping preschool age children being supervised by 1 staff in the 4s class.

It was alleged that staff scream at daycare children, staff use inappropriate language towards daycare children, staff leave children unattended, staff withhold food from daycare children, staff are not following general sanitation practice, and staff disclose confident information. Throughout the course of the investigation, LPA conducted interviews, reviewed relevant documents, and made observations. LPA observed lunch being served and teacher and child interactions during visits to the facility. LPA observed staff following basic sanitation practices by washing children’s hands before they were served, staff washing their own hands and wearing gloves before handling food, and cleaning tables and surfaces where food would be eaten and served. LPA did not observe any staff scream at children or use inappropriate language toward children.

Interviews with Authorized representatives did not reveal concern or instances of staff screaming at children or using inappropriate language. Interviews with staff and Authorized Representatives did not reveal instances where staff withheld food from daycare children, or staff disclosing confident information. Although the allegation(s) may have happened, there is not a preponderance of evidence to prove the allegation; therefore, the allegation are unsubstantiated. Exit interview was conducted and report was reviewed with Facility Representative Gloria Rowe- Johnson. Appeal rights were provided. Notice of site visit was given and must remain posted for 30 days.
