13 | Licensing Program Analysts (LPAs) Christopher Bello and Josiah Gathing arrived at the facility at approximately 9:30am and met with licensee Sahar Abdul-Wahab to close a complaint investigation regarding the above allegation. Upon arrival LPAs’ observed six children. Also present was licensee’s husband and daughter. It was alleged that Adult #1 inappropriately touched a daycare child. The investigation was conducted by Investigator Joseph Balarie. During the course of the investigation Investigator Joseph Balarie opened the complaint, interviewed individuals involved in the allegation and observed three SAFE interviews of the alleged victim/child #1. Investigator Balarie also collaborated with the Sacramento Sheriff’s Department who were also conducting an investigation. The information provided during the course of the investigation was conflicting and not substantial enough to prove or disprove the allegation. Based on investigator’s investigation although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated. Licensee stated that she was shocked about the allegation and does not believe that this allegation ever occurred. There were no Title 22 deficiencies during today’s investigation. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee.
