Licensing Program Analysts Erwina Pascual-Golamco and Jennifer Velasco (LPA) conducted an unannounced initial complaint investigation inspection of the facility and met with Administrator Kaylee Agaman (M1) and Director Kathryn Drake (D1). LPAs toured the facility, including all activity and classroom spaces, restrooms, food service and outdoor play areas. Census included 107 preschool and toddler children being supervised by 21 classroom staff. D1 was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility hours of operation are Monday through Friday from 7:30 AM to 5:30 PM.

The purpose of this inspection was to open a complaint investigation. It has been alleged that facility staff hit children in care, yelled at children in care, failed to supervise children, and operated out of ratio. During the investigation, LPA observed staff provide care to children, conducted interviews, and obtained relevant documents. Though the alleged incident(s) and/or practice(s) may have happened, witness statements, LPA observations, and facility documentation failed to corroborate the allegations. The preponderance of evidence standard has not been met. Exit interview was conducted, appeal rights were provided, and a Notice of Site was posted and must remain posted where visible to parents for 30 days.
