25 | Licensing Program Analysts (LPAs) Marea Behvand and Alecia Sifuentes met with Licensee, Elbert Turner, for the purpose of an Increase of Capacity inspection. Facility hours of operation are Monday- Friday and is opened 6:00 am to 6:00 pm. LPAs and Licensee toured the home. Off-limit areas include the entire upstairs, and Bedroom #3. Licensee acknowledged that children may not enter these off limit areas. LPAs observed care and supervision of 3 children. Licensee has requested a capacity increase to 14 children. On 5/22/2019, the Fire inspection was conducted by the Sacramento Fire Department. Licensee stated there are no new residents in the home since licensure. All adult residents have criminal record clearances. LPAs observed cleaning supplies properly stored out of reach of children. There is a fireplace in the home which is properly screened and made inaccessible to children. Licensee stated there are no weapons in the home. Fire extinguisher (2A10BC) and smoke detector and carbon monoxide meet regulations. Toys appear to be clean and safe. The backyard is fenced and there are no bodies of water. Licensee understands that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes. In the areas that were evaluated, no deficiencies were observed at the time of the inspection.
Effective today 07/23/2019 the capacity increase to serve up to fourteen 14 children with a qualified assistant, two (2) of which must be school age children, one at least age 6 years of age, one enrolled in kindergarten and no more than three (3) may be infants; or 12 children with a qualified assistant, four (4) of which may be infants. Infants are children under the age of 2 years.
