13 | Licensing Program Analysts (LPAs) Elvira Sierra and Gagandeep Singh conducted a complaint investigation visit and met with Licensees, Angela and Elbert Turner to deliver findings on the above allegation. Upon arrival, present in the home were Licensees and a helper caring for 8 children (2 infants, 5 Preschool, 1 School Aged).
It was alleged that provider hits day care children. Throughout the investigation LPAs observed the care of supervision of children, conducted interviews with staff, parents and children that language skills is developed to the extent that could be interviewed. The Licensee denied hitting the daycare children. Licensee stated that redirection and time out is used as discipline and consist of sitting with the child on a chair until they relax. Day care children who were interviewed did not disclose any physical abuse by Licensee or staff and indicated that the only form of discipline used is time out. Parents and staff that were interviewed did not disclose any information of evidence to support the allegation. Based on the information obtained; there is not a preponderance of evidence to prove the allegation did or did not occur; therefore, the allegation is UNSUBSTANTIATED.
No deficiencies cited today under Title 22 Division 12 of the CA Code of Regulations
An exit interview was conducted in which the report was reviewed and discussed with Licensee. Appeals of rights were provided to Licensee and a Notice of site visit was observed to be posted and shall remain posted for 30 days.
