Licensing Program Analyst (LPA) Seychelle De Luca Licensing Program Manager (LPM) Maria Mayorga met with Director Josette King for the purpose of an unannounced annual random inspection. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Upon arrival, LPA and LPM observed four infant children with one staff member in the infant classroom. Facility hours of operation are Monday through Friday from 6:30 AM to 6:00 PM.

LPA and LPM toured the classroom, restroom, food service, and outdoor play area. LPA and LPM observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Currently, no children in care require medications. Director stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary and operating condition. Infant changing tables have a padded surface that is washable and at least one inch thick, and the changing tables have raised sides that are at least three inches high. The food preparation space is free of litter, all food was protected against contamination, and storage containers with solid waste have tight-fitting covers. Program provides breakfast, lunch, and afternoon snack. Drinking water was readily available to children both indoors and outdoors. Program uses an electronic sign in and sign out system. LPA and LPM reviewed sign in and sign out sheets and observed parents/representatives sign children in and out each day.



One staff and four children's records were reviewed. At least one staff member present today has current Pediatric CPR and First Aid certification (exp. 09/19). All staff currently employed with the facility have a criminal record clearance.

There are no firearms or bodies of water on the premises. LPA and LPM observed a functional carbon monoxide detector. LPA and LPM reviewed the Department's inspection authority and discussed with Director any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within ten working days.

The facility's Plan of Operation is located in the facility file. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA and LPM verified the annual fees are current. LPA and LPM provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so Director can request to be added to the distribution list to receive Quarterly Updates. LPA and LPM provided and discussed Safe Sleep, Heath Schools Act, Safe Sleep Environment, and Effects of Lead Exposure brochures.

This facility evaluation report was reviewed and discussed with Director. A Notice of Site Visit was provided and should remain posted for a period of 30 days for parental review. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers. An exit interview was conducted and in the areas that were evaluated, two type B deficiencies were cited at the time of the inspection.

Infant Care General Sanitation - Carpeted floors and large throw rugs that cannot be washed shall be vacuumed at least daily and cleaned at least every six months, or more often if necessary. This requirement is not met as evidenced by LPA and LPM observing that the large rugs in the infant classroom are dirty. This poses a potential safety concern.
