Licensing Program Analyst (LPA) Amanda Blesi met with director Amanda Garcia for the purpose of an unannounced required one year inspection. Office Specialist Imelva Carvajal was also present. Upon arrival there were no children present as it was in between the AM and PM sessions. At 12:00 pm, 24 preschool children arrived supervised by three staff. All criminal record clearances are obtained through the school district. Facility hours of operation are Monday through Friday from 8:00am to 11:00am and 12:00pm to 3:00pm, and the facility follows the school calendar.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



LPA toured classroom E-115, restroom, and outdoor play area. Staff stated there are no children who require medications and medications are kept in the front office. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition. Playground equipment and surfaces are free of loose or sharp parts. LPA observed the two climbing structures have safety labels, which designate use for children ages 5-12 years old. LPA advised Office Specialist to follow manufacturer guidelines. The areas around or under climbing equipment are cushioned with pour in rubber to absorb the fall. Toileting facilities are in sanitary and operating condition. The floors appeared clean throughout the facility.

Food is prepared in the school cafeteria. Menus were posted and drinking water was readily available to children both indoors and outdoors. LPA reminded staff that 100% supervision is required at all times, including in the bathroom. LPA observed a functional carbon monoxide detector that is hardwired into the fire alarm system.

Three staff and four children's records were reviewed. Each child's file contained an emergency card and a medical assessment. At least one staff member present today has current Pediatric CPR and First Aid certification.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

LPA discussed Assembly Bill 2370, which will require licensed Child Care facilities to test their water for excessive amounts of lead. Testing will be required beginning January 1st, 2020 to January 1st, 2023 and must be conducted every five years from initial testing.



LPA provided the Community Care Licensing website www.ccld.ca.gov, so the director can obtain updated licensing information, new regulations and access forms. LPA advised director of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws childcareadvocatesprogram@dss.ca.gov.

Exit interview conducted and report was reviewed with the facility representative Amanda Garcia and Imelva Carvejal. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
