13 | Licensing Program Analyst (LPA) Michelle Pascual met with Licensee Tiffany Pierce on April 26th at approximately 08:00am to provide the finding for the above allegation. Upon arrival there was four (4) children present and two staff. During the course of the investigation LPA Pascual interviewed children, parents and staff and conducted observations in the classroom and the playground. LPA made several attempts to speak to the child involved but was unsuccessful.
The complainant alleged that the licensee handled a child in a rough manner. LPA learned through interviews with children that there was no information to confirm they witnessed any rough handling of other children in care. Through interviews with parents, who have multiple children in care, there was no evidence of rough handling and they were pleased with the care provided for their children. Parents stated that although the licensee is firm there has never been physical roughness. Observations made by the LPA did not reveal any concerns and/or issues.
Based on the conflicting information obtained throughout the course of this investigation the above allegation could not be substantiated or dismissed. Although the allegations may have happened (or is valid), there is not a preponderance of the evidence to prove the alleged violations did or did not occur, therefore the finding is UNSUBSTANTIATED.
