Licensing Program Analysts (LPA) Rosie Pitts met with the licensee Tarra Fields for the purpose of an annual random inspection. Prior to the inspection, Licensee submitted a request for a capacity increase of her Family Child Care Home from 8 to 14 children. Licensee received required fire clearance from Sacramento County Department of Community Development, Building Permits and Inspection to operate at a maximum capacity of 14 children on 07/19/2019. LPA Pitts also conducted an Annual random inspection. The facilities’ hours of operation are 5:00AM to 11:00PM Monday – Friday. The facilities annual fees are current. Upon arrival, Licensee, and 3 day care children were present. During the inspection, Licensees assistant arrived. All individuals subject to criminal background review have obtained a criminal record clearance. A health and safety evaluation was conducted in all areas accessible to children. Licensee requested to update off limit areas. Off-limits areas include both bedrooms located in the hallway of the home and the garage. LPA observed a working phone, 2A10BC fire extinguisher, first aid kit and functioning smoke and carbon monoxide detectors. Per licensee, there are no weapons in the home. No children were observed in parked cars. There are no accessible bodies of water on the premises. Toxic and hazardous items are inaccessible to children. Safe were observed. The fireplace in the home is appropriately barricaded to prevent access by children.

Licensee does not provide Incidental Medical Services (IMS) at this time. A sample of staff and children's records were reviewed. Required postings, a current roster, disaster drill log and proof of immunization's were observed. Current EMSA Certified pediatric CPR and first aid certification was verified and expires: 3/2021. AB 1207 Mandated Reporter Training was verified and expires 07/2021. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/ The licensee understands that the training must be completed every two years and proof of completion must remain in the facility’s file.

LPA discussed and provided Safe Sleep in Child Care and Effects of Lead Exposure brochures. LPA advised Licensee to familiarize themselves and their facility with the new regulations. LPA provided the following link:http://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the Licensee to subscribe to the distribution list and receive Quarterly Updates.

The capacity increase is approved for a Large Family Child Care Home as of today, August 28, 2019. Facility is now licensed to serve a maximum capacity (when there is an assistant present) of 12 children with no more than four infants OR a capacity of 14 children no more than three Infants; one child must be in Transitional Kindergarten/Elementary School and one child must be at least six years old. If there is not an assistant present, the facility must revert to a Small Family Child Care Home license requirements.

This facility evaluation report was reviewed and discussed with the licensee. A notice of site visit was provided and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of 3 years for public review upon request.

In the areas that were evaluated, no Title 22 deficiencies were cited.
