At approximately 9:00a.m. on 5/25/22, Licensing Program Analyst (LPA) Amanda Blesi arrived to the facility and checked in at the elementary school office. LPA stated the purpose of the inspection today was for a required 1-year inspection. Site Supervisor, Christina Huff-Ortega walked LPA to the preschool where 10 preschool children were supervised by four staff. ECE Tosa, Lena Saunders, arrived to provide additional assistance with the annual inspection. The facility is located on the Vineland Elementary School grounds in a portable which is divided into two classrooms: the rectangle room and the triangle room. Facility hours of operation are Monday – Friday 7:00am to 5:00pm. Children's lunches and snacks are delivered from the school cafeteria.

LPA toured both classrooms, restrooms, and outdoor play areas. LPA reviewed care and supervision of children, staffing ratios, health related services, furniture, equipment, and drinking water. There are two playgrounds for preschool use, with trees that provide shade and children use their own water bottles. LPA reviewed the children's Identification and Emergency Information. LPA reviewed personnel's education and immunization requirements. All staff are currently employed with the Twin Rivers Unified School District and staff are fingerprint cleared through the school district. At least one staff member present today has current EMSA approved Pediatric/Child CPR and First Aid.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s personnel, and administrative records. LPA discussed the Mandated Reporter Training with director. Health and Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. This training may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules. The OCAP modules are free of cost and available at: http://www.mandatedreporterca.com/. LPA discussed Assembly Bill 2370, which will require licensed Child Care facilities to test their water for excessive amounts of lead. Testing will be required beginning January 1st, 2020 to January 1st, 2023 and must be conducted every five years from initial testing.

Fees are not current and LPA discussed with director getting the overdue fees up to date. LPA provided the Community Care Licensing website www.ccld.ca.gov, so the director can obtain updated licensing information, new regulations and access forms. LPA advised director of their responsibility to stay current in regards to new regulations. LPA also included the email address for the children's advocacy program to stay current on new laws childcareadvocatesprogram@dss.ca.gov.

ONe Title 22 Deficiency has been cited today on the following form LIC 809-D.

Exit interview conducted and report was reviewed with the facility representative Lena Saunders. A notice of site visit was given and must remain posted for 30 days.
