Licensing Program Analyst (LPA) Josiah and Application Specialist (AS) Mai Lor met with Facility Owner Manpreet Thorn for the purpose of an announced capacity change case management inspection. Licensee request to increase the preschool capacity from 30 to 32 preschool children ages two to entry into Kindergarten. Census included 24 preschool children supervised by 5 staff. The facility's hours of operation are Monday through Friday from 7:30 AM to 5:30 PM. LPA Gathing received the fire clearance on 2/3/2022.

AS and LPA conducted a health and safety inspection. Square footage of 1356.1858 square feet was taken from the pre-licensing report dated 11/01/2017. This will accommodate a maximum of 38 preschool children. There are 2 toilets and four sinks available to children, and a separate staff restroom is available. AS and LPA advised Owner that the facility can only accommodate a maximum of 30 children unless an additional children’s toilet is installed or a waiver is granted.

AS and LPA reviewed lead testing requirement and COVID-19 technical assistance with the Licensee.

This facility does not provide Incidental Medical Services – IMS. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

OUTDOOR ACTIVITY SPACE:
The outdoor play area is fenced and is equipped with age-appropriate equipment. There is no climbing structure in the outdoor play area. LPA observed sufficient shade. Outdoor square footage of 1438.6187 square feet was taken from the pre-licensing report dated 11/01/2017. This will accommodate a maximum of 19 preschool children. There is an approved insufficient outdoor waiver with a maximum of 19 children in the outdoor space at any given time.

During today’s inspection, the number of children’s toilets does not meet requirements to increase capacity.



A notice of site visit was given and must remain posted for 30 days.
