25 | Licensing Program Analysts (LPAs), Goodell and Pitts met with Owner Louvenia Lewis for an unannounced annual inspection. The facility's hours of operation are 6AM-11PM Monday- Friday and 6AM-6PM Saturdays. Upon arrival LPAs observed 4 infant children outside with 22 children from the preschool and school age program. LPAs observed 6 staff members including owner present and director Jennifer Mccray inside the facility conducting a parent tour. Staff members present during inspection have obtained finger-print clearance through Community Care Licensing. In addition, upon arrival LPAs observed child #1 strapped and asleep sitting up in the stroller located in the outdoor area. Later during the inspection LPAs also observed child #2 sleeping in directors arms. Due to children #1 and #2 not accorded safe, healthful and comfortable accommodations, furnishings and equipment poses an immediate risk to children in care. In addition, due to repeat violation civil penalty assessed.
LPAs toured the facility all activity/classroom areas, furniture, equipment, food service area and restrooms. The Director stated that the facility provides breakfast, morning/afternoon snack, lunch and dinner however LPAs did not observe current menus posted or available. LPAs also did not observe infant activity schedule posted or available. During inspection LPAs observed staff #1 alone with 5 infants which poses and immediate risk to children in care. LPAs observed cleaning compounds inaccessible to children. Director stated that there are no firearms, bodies of water or poisons on the property. LPAs observed that the changing table was located near a sink.
LPAs reviewed 6 children files, including 2 of which were newly enrolled. LPAs observed children files were incomplete and the Infant’s Needs and Services plan have not been updated. LPAs observed one infant bottle labeled with child's name, but not dated. Director stated all milk and food are returned daily. LPAs observed that the infants nap equipment. LPAs observed insufficient napping sheets available for the infants in care. The director acknowledged that the nap area is separate from the activity area and direct supervision is required in both areas.
