13 | Licensing Program Analyst (LPA) Kelly Ferrara conducted a complaint investigation follow up inspection at the facility and met with Licensee Sara Carbajal Attaous. During today's inspection there were nine children in care with the Licensee and two assistants. LPA reviewed relevant documentation and interviewed the Licensee, parents, children, and the reporting party during the investigation.
It was alleged that the Licensee and one of the assistants yell at the children in care. During interviews, there was conflicting information regarding whether the Licensee and staff yell at the children out of frustration with a harsh tone or raise their voices in order to gain a child’s attention. Based on the investigation, LPA has concluded that volume of voice used may be perceived as inappropriate by some; however, LPA is unable to prove that children’s personal rights were violated. It was alleged that there was a lack of supervision which led to one child being rough with another child and the Licensee and staff were not there to help. Based on the interviews conducted with parents and children, there were conflicting statements regarding whether or not any inappropriate interactions occurred or if there was a lack of supervision in the home.
