Licensing Program Analyst Tanya Washington met with Licensee Carmen Witte Sainz for the purpose of an unannounced required 1 year inspection as well as capacity increase. Prior to today's inspection the Licensee requested to increase her capacity from 8 to 14 children; the facility was granted a fire clearance by Sacramento County Department of Community Development on 02/06/2020.
The facilities’ hours of operation are from 6:00 AM to 6:00 PM Monday – Saturday. The facilities' annual fees are current. Upon arrival, Licensee, her adult son/assistant and three day-care children were present in the home. All individuals subject to criminal background review have obtained a criminal record clearance. A health and safety evaluation was conducted in all areas accessible to children. Off-limits areas will consist of the last two bedrooms in the hallway (Licensee's room and her son's room). Licensee requested to place one of the bedrooms on limits (storage room) which was previously off limits. LPA toured the room and observed children's bunk bed installed, the Licensee stated that she plans to use the room for napping/ quite time purposes; the room is approved for use effective today. LPA observed a working phone, 2A10BC fire extinguisher, first aid kit and functioning smoke and carbon monoxide detectors. Per licensee, there are no weapons in the home. No children were observed in parked cars. Licensee stated that they currently do not transport children. There are no accessible bodies of water on the premises. Toxic and hazardous items are inaccessible to children. Safe toys and comfortable accommodations were observed.

Licensee does not provide Incidental Medical Services (IMS) at this time. A sample of staff and children's records were reviewed. Required postings, a current roster, disaster drill log and proof of immunization's were observed. Current EMSA Certified pediatric CPR and first aid certification was verified for the Licensee expiring 05/2021 and her son's certification expires 07/2021.

LPA discussed proposed safe sleep regulations and lead exposure regulations. LPA provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so Licensee can request to be added to the distribution list to receive Quarterly Updates.

This facility evaluation report was reviewed and discussed with the licensee. A notice of site visit was provided and should remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of 3 years for public review upon request.

Effective today's date 02/14/2020, LPA will approve the capacity increase to serve up to either 14 children, two (2) of which must be at least 6 years of age and no more than three (3) may be infants; or 12 children, four (4) of which may be infants. Infants are children under the age of 2. Licensee is aware that if an assistant is not present the requirements convert to small license regulations.

In the areas that were evaluated, no Title 22 deficiencies were cited.
