At 9:30 a.m., Licensing Program Analyst (LPA) Karyn Guerra met with Licensees, Galina Zakharchuk Brodovinskiy and Oleg Brodovinskiy, for the purpose of a 1 year- required inspection. A risk assessment for COVID-19 was conducted prior to entry into the facility. Census consisted of 34 children supervised by 5 staff.

All individuals requiring criminal background check have obtained clearance. Licensees were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Annual fees are current. Hours of operation are from 7:00 a.m. – 5:30 p.m., Monday thru Friday. Facility utilizes an electronic sign in and sign out program.

LPA conducted interviews with Licensees. Following interviews, LPA conducted a health and safety inspection of the classrooms, restrooms, and food service areas. LPA observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat laws, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Pest control materials are kept in a locked closet. Licensee stated that there are no firearms on the premises. Toileting facilities are in safe, sanitary, and operating condition. Bins for solid waste have tight fitting lids. The floors appeared clean throughout the facility. Licensee stated that carpet will be repaired. Facility provides morning and afternoon snacks. Food was properly stored to prevent contamination. LPA observed filtered water pitchers in each classroom and labeled water bottles for children.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA conducted a health and safety inspection of the outdoor space. Playground equipment and surfaces are free of loose or sharp parts. LPA observed foam mat beneath the play structure slide. Outdoor shade was provided by trees. Licensee stated that they will be installing turf and a new play structure in the outdoor space near the TK classroom.

LPA reviewed staff and children's records. Each child's file contained an admission agreement, emergency card, health history, physician report, personal rights, consent for emergency medical treatment, parent’s rights receipt, and immunization record. LPA observed CPR and First aid certification in staff files from a course that was taken online. LPA provided information for EMSA certified providers. LPA observed staff immunization records and current AB 1207 Mandated Reporter training certificates. LPA observed employee rights, and documentation of the educational background, training, and/or experience. Health screenings were observed for all but one staff.
